PURC Validates Over GHS 1.4 Billion Energy Sector Disbursements for July 2025
The Ghana Voice 15-09-2025The Public Utilities Regulatory Commission (PURC) has released its July 2025 Cash Waterfall Mechanism (CWM) Validation Report, confirming the disbursement of more than GHS 1.4 billion to Independent Power Producers (IPPs), state-owned power companies, and other key players in Ghana’s energy sector.
According to the report, total payments to Level A beneficiaries—comprising major IPPs and fuel suppliers—stood at USD 65.2 million (equivalent to GHS 681.34 million). The beneficiaries included Cenpower, Karpower, Asogli, Aksa, Early Power, WAPCO, Amandi, Cenit, and a fuel account allocation. All received their expected disbursements in full.
For Level B beneficiaries, the report highlighted total actual revenue payments of GHS 731.53 million. Key recipients were the Volta River Authority (VRA), Bui Power Authority, Ghana National Gas Company, GRIDCo, ECG, and renewable energy providers such as BXC Solar and Meinergy. Regulatory levies earmarked for PURC, the Energy Commission, and pro-poor subsidies were also fully disbursed.
In total, disbursements validated for both Level A and Level B beneficiaries amounted to over GHS 1.41 billion.
Additionally, the Ministry of Finance was reported to have released USD 682.3 million between June and September 2025 to support the sector. Out of this, USD 94 million went into liquid fuel payments, USD 152.38 million to IPPs, and a substantial USD 435.88 million to gas suppliers and transportation services.
The PURC noted that these payments were consistent with the approved CWM Model, which seeks to ensure transparent and equitable distribution of revenues across the power value chain.
Sector analysts believe the timely disbursement of funds will ease liquidity challenges facing the power sector, particularly IPPs, and help improve the reliability of electricity supply across the country.
